There are only three pure Flying type Pokémon (Tornadus, Rookidee, Corvisquire), and four Pokémon with Flying as a primary type (Noibat, Noivern, Corviknight, Cramorant). Kenya, the borrowed Spearow in Goldenrod City, is by and far the best choice for a flyer in Gen II. It comes fairly early. It counts as a trade Pokemon, so it levels up incredibly fast. Normal/Flying allows it to beat Morty and Chuck's gyms handily. Plus it learns the strongest Flying move Drill Peck while also being open to using STAB Return.

The Starly line makes the best flyer in DPPt, as sumwun mentioned. There is a plethora of reasons to use this Pokemon in your playthrough, besides the fact it is a convenient flyer. Some include: Starly is available from the very beginning of the game, which means you get a lot of mileage out of it.
